Hong Kong has been taking a number of steps to reduce carbon emissions, including government laws and amendments, mandatory codes and schemes, tax incentives, informative websites and tree planting. These initiatives resulted in a 19% drop in carbon intensity in 2012 from a base of zero in 2005, according to the Hong Kong Climate Change Report 2015. We project that this will increase to a reduction of 35% in 2020 relative to the 2005–2012 level. The target, however, is a reduction of 50–60% by 2020. This leaves a considerable gap between the projected reduction level and the target—which means we all need to do much more to reach the target.
